10/29/2025 Supervision and liability for Teen Program Film - offsite

Hello all,

I’m seeking guidance on a scenario involving our Teen Arts Council.


Background:

With support from a contracted professional filmmaker and oversight by City staff, teens are working together to produce a short film that will be incorporated into the curriculum at the local high school.

City staff want to accompany the teens off-site (potentially into private residences) to film certain scenes, in accordance with our oversight obligation.


Questions:

  1. Have any other cities permitted youth program activities in private homes or non-City locations
  2. If so, what liability waivers, permission forms, staff ratios, or parent presence requirements were implemented?
  3. Should the City treat the location similar to a field trip, or prohibit this type of setting altogether?


Any policies, forms, or past experience you can share would be greatly appreciated.
